The Maryland rules in full, with citations

COMAR 09.23.03.11, the citation usually given for the Maryland engineer seal, is "Failure to Respond" and has nothing to do with seals. The seal itself is COMAR 09.23.01.03, in the procedural regulations; signing and sealing is 09.23.03.09 and the titleblock is 09.23.03.10. COMAR 09.28.01.05 was adopted effective October 7, 1985 and has not been amended since; it predates the Board's move from DLLR to the Maryland Department of Labor, so older citations appear under Title 09, Subtitle 28 of either department name.

  • "Before a licensed landscape architect issues to a client or submits to a public authority any final drawing, plan, specification, report, or other document, the licensed landscape architect who prepared or approved the document shall sign, seal, and date the document."   • "For the purpose of sealing and signing all final drawings, plans, specifications, reports, and other contract documents, referred to in Business Occupations and Professions Article, §9-501, Annotated Code of Maryland, each licensed landscape architect shall obtain an individual seal to be used on documents prepared by the licensee or under the licensee's supervision. The seal shall imprint the name of the landscape architect and the license number." (COMAR 09.28.01.05A)
  • "A rubber stamp facsimile of the seal and the live signature of the landscape architect may be applied to tracings to produce legible reproduction of the drawings or to prints made from the tracings. This provision, however, does not in any manner modify the requirements of Business Occupations and Professions Article, §9-501, Annotated Code of Maryland, in reference to use of the impression seal and signature." (COMAR 09.28.01.05B)
  • No electronic or digital seal provision exists in the Board's regulations. Chapter 09.28.01 contains five sections — .01 Definitions, .02 Filing of Applications, .03 Examinations, .04 Qualifications for Examination and .05 Embossing Seals and Rubber Stamp Facsimiles — and the only facsimile authorised anywhere in the chapter is the rubber stamp described in .05B. The Board's other chapters are 09.28.02 Code of Ethics, 09.28.03 Fees and 09.28.04 Continuing Professional Competency Requirements; the Code of Ethics chapter contains no sealing section.
