The Wyoming rules in full, with citations

Chapter 5 of the engineering board's rules was last amended 3 September 2021, and its Section 2, headed "Sizes", governs sheet dimensions rather than seal diameter — the seal is dimensioned in Section 1(a). Every version of that chapter in force between 1 July 2013 and 24 March 2020 prescribed no dimensions at all; the 24 March 2020 amendment restored the 1¾-inch and 1¼-inch figures the rules had carried before the 2013 rewrite. Seals authorized before 1 July 2013 may still be used. Two distinct seals appear in Wyoming's law: Wyo. Stat. § 33-4-104(a) directs the board to "adopt a seal to be affixed to all licenses issued" — that is the board's own corporate seal — while the licensee's seal is governed by Wyo. Stat. § 33-4-116 and Chapter 9 of the board's rules. Chapter 9 preserves three legacy designs: the December 19, 2011 and April 27, 2001 designs for licensees registered before the current rules took effect, and the June 18, 1992 design for licensees registered before April 27, 2001.
