Wyoming Landscape Architect seal requirements: proper sizing, signing and sealing of documents

Wyoming prescribes both the wording and the size: Chapter 9 § 2(a) of the board's rules requires a seal no less than 1½ inches and no more than 2 inches in diameter containing the licensee's name, license number, the word "Date:" and the words "LICENSED LANDSCAPE ARCHITECT-STATE OF WYOMING." Under § 3(e) no seal is valid unless it is signed across its face with the licensee's name and the date the material was signed, and § 3(b) puts the seal on each sheet of the original drawings. The statute requires the seal on all documents, plans or designs the landscape architect provides.

Chapter 5 of the engineering board's rules was last amended 3 September 2021, and its Section 2, headed "Sizes", governs sheet dimensions rather than seal diameter — the seal is dimensioned in Section 1(a). Every version of that chapter in force between 1 July 2013 and 24 March 2020 prescribed no dimensions at all; the 24 March 2020 amendment restored the 1¾-inch and 1¼-inch figures the rules had carried before the 2013 rewrite. Seals authorized before 1 July 2013 may still be used. Two distinct seals appear in Wyoming's law: Wyo. Stat. § 33-4-104(a) directs the board to "adopt a seal to be affixed to all licenses issued" — that is the board's own corporate seal — while the licensee's seal is governed by Wyo. Stat. § 33-4-116 and Chapter 9 of the board's rules. Chapter 9 preserves three legacy designs: the December 19, 2011 and April 27, 2001 designs for licensees registered before the current rules took effect, and the June 18, 1992 design for licensees registered before April 27, 2001. Does the Wyoming seal have to print the word "Date:"?

The word "Date:" is itself a required element of the seal face under Chapter 9 § 2(a) — it is not merely a line the licensee writes beside the stamp. (Board Rules ch. 9, § 2(a))

What happens if you stamp but forget to sign and date?

An unsigned or undated imprint is not merely weak evidence — it is no seal at all: "No seal shall be valid unless signed across the face of the seal with the licensee's name and the date on which the material was signed." (Board Rules ch. 9, § 3(e))

Which documents must be sealed in Wyoming?

Wyoming's statutory sealing duty is broad — the seal goes on "all documents, plans or designs" the landscape architect provides, not only on filings made with a permitting authority. Chapter 9 § 3(f) carves out only documents clearly marked "Draft" and prepared for preliminary submission and review, and even then only if the entity receiving them does not require a seal. (Wyo.
