Arkansas Landscape Architect seal requirements: proper sizing, signing and sealing of documents

Arkansas registers landscape architects through the State Board of Architects, Landscape Architects and Interior Designers. 17 CAR § 230-1201(a)-(b) requires each registered landscape architect to procure a seal of two concentric circles measuring 1.5 inches and 1 inch in diameter, carrying "REGISTERED LANDSCAPE ARCHITECT – STATE OF ARKANSAS" in the space between the circles and the registrant's name and registration number inside the inner circle. Subsection (c) requires the seal, the actual signature and the date of affixation on all original contract documents, including index sheets and specification cover and index pages.

The Board's rules were recodified into the Code of Arkansas Rules of 2024, which is what renumbered the seal rule out of the Board's pre-2024 article numbering into 17 CAR § 285-602. The substance is unchanged from the text effective June 1, 2022. Seals previously acquired in compliance with then current rules need not be changed. The same text appears as Section XII.A of the Board's Administrative Rules effective February 7, 2022; the Code of Arkansas Rules codifies it as 17 CAR § 230-1201 under the authority of Ark. Code Ann. § 17-15-203. Subsection (b)(1)(C) ends with "as follows:" followed by an illustrative seal image, so the inner-circle layout is shown graphically rather than described in words.

  • Contract documents considered incomplete by the landscape architect may be released for interim review without the seal or signature affixed, but shall bear the landscape architect's name and be conspicuously marked to clearly indicate the documents are for interim review and not intended for bidding, permit, or construction purposes.(17 CAR § 230-1201(c)(2))
  • Sheets or pages prepared by consultants (structural, mechanical, electrical, etc.) which are retained by the landscape architect shall bear the seal and registration number of the responsible consultant.(17 CAR § 230-1201(c)(3))
  • Once documents bearing the seal are issued from the landscape architect's office the seal shall not be removed, except that where the client requests electronic drawing files to be used as reference documents a prescribed record-copy statement shall be substituted for the seal, stating that the record copy is on file at the named individual's offices and that the electronic document shall not be used for construction.(17 CAR § 230-1201(c)(4))
  • No landscape architect shall affix the seal and signature to contract documents developed by others, and no person other than the landscape architect represented shall use or attempt to use the prescribed seal or modify documents bearing the seal without first obtaining written authority and clearly indicating the extent of the modifications.(17 CAR § 230-1201(c)(5), (c)(6))
  • On original documents, the use of signature reproductions, such as rubber stamps or computer-generated signatures or other facsimiles, shall be permitted. Authorized use of the prescribed seal is an individual act whereby the landscape architect must personally inscribe the seal, and the landscape architect is responsible for its security when not in use.(17 CAR § 230-1201(c)(7), (c)(8))

Can you stamp a signature but not the seal?

Arkansas splits the two: signature reproductions such as rubber stamps or computer-generated facsimiles are permitted on original documents, while the seal must be personally inscribed by the landscape architect, who is responsible for its security when not in use. (17 CAR § 230-1201(c)(7), (c)(8))

Releasing CAD files to a client?

The seal may not simply be deleted. Where electronic drawing files are requested as reference documents, a prescribed record-copy statement must be substituted for the seal, naming the individual and address holding the record copy and stating the file shall not be used for construction. (17 CAR § 230-1201(c)(4))

Sending out an unfinished set?

Incomplete contract documents may go out unsealed only if they bear the landscape architect's name and are conspicuously marked as for interim review and not intended for bidding, permit, or construction. (17 CAR § 230-1201(c)(2))
