Connecticut Landscape Architect seal requirements: proper sizing, signing and sealing of documents

As of

Connecticut fixes the wording of the seal in statute and its appearance by picture. Conn. Gen. Stat. § 20-372(b) requires a board-approved seal containing the landscape architect's name and the words "licensed landscape architect, state of Connecticut", and R.C.S.A. § 20-368-12a requires the design, arrangement, size and wording to conform to the facsimile printed in the regulation, with the name and license number added. No diameter appears anywhere in the statute or the regulation.

The 1¼-to-2-inch range often quoted for Connecticut appears in no Connecticut authority. The Board prescribes a single diameter, 1½ inches. CGS § 20-304 is only the enabling authority for seal regulations, and CGS § 20-302 is "Requirements for licensure" — neither describes the seal. The regulation prescribes the seal by an image rather than by measurements, so the only enforceable description of arrangement is the facsimile in R.C.S.A. § 20-368-12a(b); it shows the Connecticut state coat of arms at the centre. Sections 20-368-1a to 20-368-16a were last amended October 21, 2019.

Connecticut Landscape Architect seal

Legend
“licensed landscape architect, state of Connecticut”
Diameter
No diameter is stated. § 20-372(b) prescribes wording but no dimension, and R.C.S.A. § 20-368-12a(a) fixes the "design, arrangement, size, and wording" only by reference to the facsimile figure reproduced in the rule, which carries no dimension markings.
Expiration date
§ 20-372(b) lists only the name and the words "licensed landscape architect, state of Connecticut", and the regulation's facsimile carries the name, the license number, the state and the title — no expiration or renewal date.(Conn. Gen. Stat. § 20-372(b); R.C.S.A. § 20-368-12a(a), (b))
Signature date
The seal itself carries no date field. The date is required on the document: final plans, drawings, specifications and reports must be dated and bear the signature and seal of the landscape architect.(R.C.S.A. § 20-368-12a(a); Conn. Gen. Stat. § 20-369a(d))
City on seal
Neither the statute nor R.C.S.A. §§ 20-368-12a or 20-368-13a mentions a city, address or place of business.(Conn. Gen. Stat. § 20-372(b); R.C.S.A. §§ 20-368-12a, 20-368-13a)
  • "Each landscape architect licensed under this chapter shall have a seal approved by the board, which shall contain the name of the landscape architect and the words 'licensed landscape architect, state of Connecticut', and such other words or figures as the board may deem necessary."(Conn. • "All final plans, drawings, specifications, reports or other documents involving the practice of landscape architecture which are prepared or approved by any such corporation or limited liability company or landscape architect for use of or for delivery to any person or for public record within this state shall be dated and bear the signature and seal of the landscape architect who prepared them or under whose supervision they were prepared."(Conn. Gen. Stat. § 20-369a(d))
  • "Each person granted a license shall purchase and use a seal, the design, arrangement, size, and wording of which shall conform to that indicated in the figure below, including the name and license number of the licensee. The seal impression may be made on hardcopy documents by a stamping or embossing device, provided the impression shall be clear and legible, or on electronic documents by use of a computer-generated representation of the seal." The figure shows "STATE OF CONNECTICUT" around the top of the outer ring and "LICENSED LANDSCAPE ARCHITECT" around the bottom, with the licensee's name above and "NO." plus the license number below the state coat of arms in the inner circle.(R.C.S.A. § 20-368-12a(a), (b))
  • "Seals may be purchased and used by a person granted a license only after receipt of the license number from the board."(R.C.S.A. § 20-368-12a(c))

  • "A landscape architect shall not sign or seal drawings, specifications, reports, or other professional work for which the landscape architect does not have direct professional knowledge and direct supervisory control" — except that consultants' portions may be signed or sealed where the landscape architect has reviewed and coordinated them and intends to be responsible for their adequacy.(R.C.S.A. § 20-368-13a(c))
  • An electronic seal is permitted on electronic documents if it is unique to the landscape architect, verifiable, under the landscape architect's direct and exclusive control, and linked to the document so that any later change is easily determined and visually displayed or invalidates the seal; an electronically transmitted document must be converted to a read-only format.(R.C.S.A. § 20-368-13a(d))
  • "A landscape architect may electronically transmit an electronic document without affixing an electronic seal, provided there is inserted the following language in lieu of the seal: 'This shall not be considered a sealed document.'"(R.C.S.A. § 20-368-13a(e))
