The Delaware rules in full, with citations

The 1½-to-1¾-inch range widely quoted for Delaware engineers appears in no Delaware authority — Chapter 28 states no dimension and the Council publishes no seal specification. The section often cited for the seal, § 2823, is "Grounds for discipline; appeals". Rule 3.1 sets a compliance deadline of September 30, 2018 for procuring a seal meeting these specifications, and prints a specimen seal that the licensee's seal must match in all respects. Section 3.0 was adopted at 19 DE Reg. 1104 (06/01/16) and carried forward in the Board's 2023 rule amendments (27 DE Reg. 260, 10/01/23).

  • Every geologist licensed in this State shall have a seal of a design authorized by the Board by regulation. All technical submissions prepared by such geologist, or under that geologist's direct supervision, shall be stamped with the impression of that geologist's seal, and no licensed geologist shall impress the seal on any technical submission unless it was prepared under that geologist's direct supervision. (24 Del. C. § 3619)
  • Each licensed geologist shall procure a seal which shall contain the name of the geologist, his or her license number and the phrase "STATE OF DELAWARE - LICENSED PROFESSIONAL GEOLOGIST." The seal shall comply in all respects with the specimen shown in the rule. (24 Del. Admin. Code 3600 § 3.1)
  • The seal shall not be less than 1 1/2 inches in diameter and may be a rubber stamp, an embossed seal, or an electronic seal. An electronic seal and signature may be used in lieu of a stamped or embossed impression and original signature only for documents transmitted electronically, and the graphic image of the electronic seal shall have the same graphic appearance in all respects as the specimen.   • All technical submissions prepared by a licensed geologist, or under that geologist's direct supervision, that will become a matter of public record or be relied upon by any person within this State as a result of the practice of geology shall be affixed with that geologist's seal; the seal indicates the geologist has accepted responsibility for the submission and the work performed. (24 Del. Admin. Code 3600 § 3.3)
  • No person shall seal any plans, reports, specifications, plats or similar technical submissions with the seal of a licensed geologist, or in any manner use the title "geologist," unless duly licensed in compliance with 24 Del. C. Ch. 36. (24 Del. Admin. Code 3600 § 3.4)
  • No person shall seal any plans, specifications, plats, reports, or similar document with the seal of a licensed geologist if his or her license has been suspended, revoked or has expired. (24 Del. Admin. Code 3600 § 3.5)
  • Computer files of reports, drawings or similar technical work involving the practice of geology that will become a matter of public record or be relied upon by any person shall include the statement: "This submission is made in compliance with 24 Del.C. Ch. 36 by [Name], P.G., DE license number [License Number] on this date [Date]." (24 Del. Admin. Code 3600 § 3.6)
  • The Board is empowered to require all technical submissions to be stamped with the impression of the state-licensed geologist's seal. (24 Del. C. § 3606(a)(7))
