Rule 265-1-.08 is titled "Seal" but is the Board's own corporate seal — "The Board shall adopt a seal for its own use and shall have the words 'Georgia State Board of Registration for Professional Geologists' inscribed thereon" — and has nothing to do with a registrant's stamp.
