The Iowa rules in full, with citations

Iowa renumbered these rules in 2026. Both boards now sit within the Department of Inspections, Appeals, and Licensing (Iowa Code §§ 542B.3, 544A.1(2)), and the Iowa Administrative Code recorded the move as an editorial change in IAC Supplement 6/24/26: the Engineering and Land Surveying Examining Board's rules were transferred out of 193C to 481—Chapters 1045 through 1057, so the seal rule long cited as 193C—6.1(542B) is now 481—1050.1(542B). The operative text is unchanged — 481—1050.1 still carries ARC 7669C (effective 4/10/24) — but both boards' own web pages still link the superseded 193C and 193B chapter listings, so a licensee following the board's own links lands on the old numbering. Registration in Iowa is a title act and is voluntary, but registration is what confers authority to stamp and seal interior technical submissions. Iowa Code § 544C.14 in its current form comes from 2023 Acts, ch. 20, § 6, and rule 193G-4.1 was amended by ARC 7742C, effective 5-8-24.

  • "A registered interior designer shall have a seal with which to identify all interior technical submissions issued by the registered interior designer for use in this state. The seal shall be of a design, content, and size prescribed by the board. A registered interior designer shall only sign and seal an interior technical submission within the scope of registered interior design." (Iowa Code § 544C.14(1))
  • The seal shall include "(1) An outside circle with a diameter of approximately 1 3/4 inches. (2) The name of the registered interior designer and the words "Registered Interior Designer."   • Each technical submission given to a client or public agency (the official copy) must carry, on its first page or an attached cover sheet, an information block with the seal of the registered interior designer in responsible charge; the information block substantially conforms to the sample, which reads "I hereby certify that the portion of this technical submission described below was prepared by me or under my direct supervision and responsible charge. I am a duly registered interior designer under the laws of the state of Iowa," followed by signature, date, printed name, registration number, the registration renewal date of June 30, and the pages or sheets covered by the seal.   • "The seal and original signature shall be applied only to a final technical submission," and each official copy must be stapled, bound or otherwise attached so as to establish the complete extent of the submission. (Iowa Admin. Code r. 193G-4.1(5)"d")
  • "The placement of the registered interior designer's signature and seal shall indicate the document or part thereof for which the seal applies. The seal and date may be affixed electronically. The registered interior designer may provide, at the sole discretion of the registered interior designer, an original signature in the handwriting of the registered interior designer, a scanned copy of the document bearing an original signature, or a computer-generated signature."   • Information in the information block must be typed or legibly printed in permanent ink or bear a secure electronic signature; an electronic signature under Iowa Code chapter 554D satisfies the rule if protected by a security procedure such as digital signature technology that verifies the signer and detects post-signature changes.   • A registered interior designer shall not impress the seal on an interior technical submission that the designer did not author or that was not prepared under the designer's direct supervision and responsible charge, and shall not affix the registration number, seal or signature to a submission the designer is not competent to perform.   • "A registered interior designer is responsible for the custody and proper use of the seal.
