Utah PE seal requirements: size, wording, and the rule that sets them

Utah's seal rule is R156-22-601. The seal is circular and 1-1/2 inches minimum diameter, and it carries the licensee's name, license number, "State of Utah", and, as appropriate, "Professional Engineer", "Professional Structural Engineer" or "Professional Land Surveyor". Utah issues a separate professional structural engineer license, and that license has its own legend. The signature and the date must appear across the face of each seal imprint, not beside it.
R156-22-601 states a minimum diameter and nothing else; the "maximum 2 inches" figure circulated for Utah is in no part of the rule. The agency is now the Division of Professional Licensing (DOPL); the older name Division of Occupational and Professional Licensing survives only in the legacy heading of the R156 code title.

- City on seal
- The rule does not require a city on the seal.(R156-22-601(1)(b))
- Each seal includes the licensee's name, license number, "State of Utah", and, as appropriate, "Professional Engineer", "Professional Structural Engineer", or "Professional Land Surveyor".(R156-22-601(1)(b))
- Each seal is signed and dated with the signature and date appearing across the face of each seal imprint.(R156-22-601(1)(c))
- Each original set of final plans, specifications, reports, maps, sketches, surveys, drawings, documents and plats has, at a minimum, the original seal imprint, original signature and date on the cover or title sheet.(R156-22-601(1)(d))
- A seal may be a wet stamp, embossed, or electronically produced, and electronically generated signatures are acceptable.(R156-22-601(1)(e)-(f))
- It is the responsibility of the licensee to provide adequate security when documents with electronic seals and electronic signatures are submitted. The rule prescribes no certificate technology and names no signature statute.(R156-22-601(1)(g))
- Sheets subsequent to the cover of specifications are not required to be sealed, signed and dated.(R156-22-601(1)(g))
- Copies of the original set are permitted if the seal, signature and date are clearly recognizable.(R156-22-601(1)(h))
- A person who qualifies for and uses the title of professional engineer intern is not permitted to use a seal.(R156-22-601(2))
- Utah Code § 58-22-601 requires the seal but delegates its design and implementation entirely to the division by rule, so R156-22-601 is the whole of the specification and no artwork is prescribed.(Utah Code § 58-22-601)
Utah engineer seal questions
Is there a maximum diameter for a Utah PE seal?▾
1-1/2 inches is a floor, not a range. The rule states a minimum diameter and no maximum, so the "minimum 1½ inches, maximum 2 inches" pairing quoted for Utah has no source in R156-22-601. (R156-22-601(1)(a))
Can the signature and date sit next to a Utah PE seal instead of across it?▾
The signature and date go across the face of the seal imprint. Placing them next to the seal, or putting the date in the title block, does not meet the rule. (R156-22-601(1)(c))
Can a Utah PE use the "Professional Structural Engineer" seal legend?▾
"Professional Structural Engineer" is a separate Utah legend for a separate license. A licensee holding only the professional engineer license uses "Professional Engineer" even on structural work. (R156-22-601(1)(b))
Can a professional engineer intern in Utah use a seal?▾
A professional engineer intern may not use a seal at all. (R156-22-601(2))
