Vermont PE seal requirements: size, wording, and the rule that sets them
As of
Vermont's seal rule is Rule 2.6 of the Administrative Rules of the Vermont Board of Professional Engineering, effective August 1, 2017. The seal bears the licensee's name, specialty discipline, license number and the title "Licensed Professional Engineer", and is approximately one-and-one-half inches in diameter — the rule gives an approximate figure, not a minimum or a maximum. "STATE OF VERMONT" comes from the format illustrated under the rule, which the seal must substantially follow. Vermont licenses by specialty discipline, so the discipline is always on the seal, and neither Rule 2.6 nor 26 V.S.A. § 1188 requires a date.
26 V.S.A. § 1163 is "Exemptions" and says nothing about seals; the seal statute is 26 V.S.A. § 1188. Justia and Cornell index the Board's rules as CVR 04-030-100, but that designation could not be read on a State-published page, so the rule is cited here by name and section. CVR 04-030-242 is not the engineering board.

- City on seal
- The illustrated format reads "PLACE NAME HERE" across the middle. That is an instruction to place the licensee's NAME there, not a place or town — the four contents the rule lists are the name, the specialty discipline, the license number and the title.(Rule 2.6)
- Each licensee shall obtain a seal bearing the licensee's name, specialty discipline, license number, and the title "Licensed Professional Engineer."(Rule 2.6)
- The seal shall be substantially of the format illustrated under the rule: "STATE OF VERMONT" on the outer top arc, the licensee's name on the inner arc, the license number over the discipline in the center, "LICENSED PROFESSIONAL ENGINEER" on the outer bottom arc, and a star at each side.(Rule 2.6)
- The seal may be a wet seal, embossed seal, or an electronic format.(Rule 2.6)
- Each licensee is responsible for managing the use and security of his or her seal and signature.(Rule 2.6)
- Sealing means the application of the seal and the signature of the licensee. Manual or electronic forms of the seal and signature are acceptable.(Rule 2.7(a))
- Instruments of service issued by a licensee, including those intended for submission to an authority having jurisdiction, shall be signed and sealed by the licensee.(Rule 2.7(d))
- Exchanging working documents for the purposes of coordinating or developing the work is not an instrument of service and may not need to be signed and sealed.(Rule 2.7(d))
- Signed and sealed instruments of service shall be clearly labeled as to their purpose or intended use, for example: "Preliminary," "Final," "For Permitting," "Not for Construction," or "For Construction."(Rule 2.7(e))
- The Board issues a license indicating a specialty discipline, and a professional engineer shall practice only within his or her licensed specialty discipline and area of competence.(Rule 2.5(a); 26 V.S.A. §§ 1182a, 1182b)
- The statute requires a seal of a design approved by the Board by rule, and makes affixing another licensee's seal without authorization punishable by fine or imprisonment.(26 V.S.A. § 1188)

Does a Vermont PE seal say "Professional Engineer" or "Licensed Professional Engineer"?▾
The title on the Vermont engineer's seal is "Licensed Professional Engineer". "Professional Engineer" on its own and "P.E." appear nowhere in Rule 2.6 or in the illustrated format. (Rule 2.6)
Is a Vermont PE seal 1¾ inches in diameter?▾
The 1¾-inch figure quoted for Vermont is not in the rule, and neither is "size not specifically regulated". Rule 2.6 says approximately one-and-one-half inches. (Rule 2.6)
Does the specialty discipline have to appear on a Vermont PE seal?▾
The specialty discipline is on the seal in every case. Vermont issues the license itself by specialty discipline, so the discipline is not an optional line to add when one applies. (Rule 2.6; Rule 2.5(a))
Does a Vermont PE seal need a date, or a purpose label like "Final"?▾
What Rule 2.7 adds is a label, not a date: signed and sealed instruments of service must be clearly labeled as to purpose — "Preliminary," "Final," "For Permitting," "Not for Construction," "For Construction." No date is required by the rule or by the statute. (Rule 2.7(d)-(e); 26 V.S.A. § 1188)
