Oregon PE seal requirements: size, wording, and the rule that sets them
As of
Oregon's seal rule is OAR 820-025-0005, and the Oregon engineer's seal is not a circle — the rule measures it point to point and requires at least 2 inches. The legend is "REGISTERED PROFESSIONAL ENGINEER" with "OREGON" below it, and the seal carries the registrant's date of registration alongside the printed name and certificate number. Reduced or enlarged seals are not permitted on final documents. The expiration or renewal date is either made part of the seal or handwritten in permanent ink after the word "Expires" or "Renews".
OAR 820-025-0005 was renumbered from OAR 820-010-0620 by BEELS 7-2015; the old number is still widely cited and no longer exists. The "at least 2 inches from point to point" wording came in with BEELS 3-2024, effective September 11, 2024, and replaced an older sentence that allowed a 1/4" tolerance against Exhibit 1. The board's Exhibit 1 handout on its website is dated April 26, 2017 and still reprints that superseded tolerance language.

- Diameter
- At least 2 inches from point to point. The seal is not circular and the rule prescribes no diameter. Reduced or enlarged seals are not permitted on final documents.
- Expiration date
- It may be made part of the seal; if it is not, it must be handwritten in permanent ink after the word "Expires" or "Renews" carried by the Exhibit 1 seal design. Distinct from the date of REGISTRATION, which subsection (1) separately requires inside the seal.(OAR 820-025-0005(2), Exhibit 1-a)
- Signature date
- The registrant signs through the middle of the seal in handwriting and permanent ink, and final documents must bear the seal and signature — but neither rule imposes a date of signing. The date Oregon wants beside the seal is the expiration or renewal date.(OAR 820-025-0005(4); OAR 820-025-0015(1))
- City on seal
- The four required contents are the printed name, the date of registration, the certificate number and the professional title, with "OREGON" on the device. No city — unlike the Oregon architect's stamp.(OAR 820-025-0005(1) and (2))
- The seal must be legible and contain the printed name of the registrant, the date of registration, the number of the registrant's certificate of registration, and the registrant's professional title.(OAR 820-025-0005(1))
- The printed name on the seal is exactly the same as the registrant's name on file with the Board.(OAR 820-025-0005(1))
- The design and content are an exact replica, in style, of the example in Exhibit 1 for the profession or branch the registrant is licensed in. Exhibit 1-a is the professional engineer's seal.(OAR 820-025-0005(2))
- A professional engineer holding a structural engineering certificate uses the seal with the designation "Structural" above the words "Registered Professional Engineer", shown in Exhibit 1-b.(OAR 820-025-0005(2)(a))
- The expiration or renewal date may be made part of the seal. If it is not, it must be handwritten in permanent ink after the word "Expires" or "Renews."(OAR 820-025-0005(2))
- The seal may be applied by rubber stamp or computer-generated onto the document.(OAR 820-025-0005(3))
- The registrant signs through the middle of the seal, or in the place on the seal indicated for signature, in handwriting and in permanent ink.(OAR 820-025-0005(4))
- A digital signature is acceptable instead if it is unique to the registrant, independently verifiable by a Certificate Authority, under the registrant's sole control, linked so that any change to the document invalidates it, and bears the phrase "digitally signed" in place of a handwritten signature.(OAR 820-025-0005(5))
- A computer-generated digital seal and signature stamp must be at least 2 inches from point to point when the page is printed.(OAR 820-025-0010)
- All final documents bear the seal and signature of the registrant under whose supervision and control they were prepared; documents that are not final are marked "preliminary", "not for construction", "review copy" or the like.(OAR 820-025-0015)
Oregon engineer seal questions
How big does an Oregon PE seal have to be?▾
The 1⅝-inch minimum and the 1⅝-to-1⅞-inch range quoted for Oregon are in no version of the rule, and both are under the legal minimum. The rule requires at least 2 inches from point to point, and the seal has no diameter because it is not round. (OAR 820-025-0005(2))
Does an Oregon PE seal have to show the date of registration?▾
The date of registration is one of the four contents the rule requires on the seal. It is easy to leave out because almost no other jurisdiction asks for it. (OAR 820-025-0005(1))
Where do you sign an Oregon PE seal, and can the signature be digital?▾
The registrant signs through the middle of the seal, or in the place on the seal indicated for signature, in handwriting and in permanent ink. A digital signature replaces it only if it bears the phrase "digitally signed" and is independently verifiable by a Certificate Authority. (OAR 820-025-0005(4)-(5))
Should an Oregon PE seal say "STATE OF OREGON"?▾
The word on the seal is "OREGON". "STATE OF OREGON" appears only on the certified water right examiner's seal in Exhibit 1-e. (OAR 820-025-0005(2), Exhibit 1)
