New Hampshire Landscape Architect seal requirements: proper sizing, signing and sealing of documents

As of

New Hampshire prescribes the whole seal in rule: Lsa 305.03(b) requires two concentric circles, 1-5/8 in. outer and 1-1/4 in. inner, with "Licensed Landscape Architect" at the top of the band and "State of New Hampshire" at the bottom, the licensee's full name and license number written horizontally inside, and the entire seal encircled by 12 leaves that bring the outside diameter to 1-7/8 in. Sealing is discretionary on plans, maps and reports but mandatory on any document issued or filed for public record, and RSA 310-A:152 requires those documents to be dated and to bear the licensee's signature as well as the seal.

The Joint Board of Licensure and Certification no longer exists. RSA 310-A:1, the section that created it, was repealed by 2023, 235:27, effective July 15, 2023, and separate boards for professional engineers, architects, land surveyors, natural scientists and foresters now sit under the Office of Professional Licensure and Certification. Eng 308.02 was last amended June 25, 2024. The rule text was read in the compiled Lsa 100-500 chapter published by the New Hampshire General Court; RSA 310-A:152 was read at https://gc.nh.gov/rsa/html/XXX/310-A/310-A-152.htm. The board sits within the Office of Professional Licensure and Certification, which replaced the former Joint Board of Licensure and Certification.

New Hampshire Landscape Architect seal

Legend
“Licensed Landscape Architect, State of New Hampshire”
Diameter
The seal is 1-5/8 in. across the outer circle with a 1-1/4 in. inner circle; the ring of 12 leaves brings the overall outside diameter to 1-7/8 in.
Expiration date
Lsa 305.03(b) fixes the entire content of the seal — the two legends, the licensee's name and the license number — and no license expiration date appears anywhere in the design or in RSA 310-A:152.(N.H. Admin. Code Lsa 305.03(b); RSA 310-A:152)
Signature date
The date is required on the document, not on the seal: papers or documents issued or filed for public record shall be dated and bear the signature and seal of the licensed professional who prepared or approved them.(RSA 310-A:152)
City on seal
The only geographic wording prescribed is "State of New Hampshire" at the bottom of the band; no city or place of business appears in the design.(N.H. Admin. Code Lsa 305.03(b))
  • The board shall, upon issuance of a license, require the licensee to acquire an impression type seal, digital seal, or rubber stamp of the design described in (b), bearing the licensee's name and number as shown on the license. The seal may be affixed at the landscape architect's discretion on plans, maps and reports prepared by the licensee, but shall be affixed to all documents issued or filed for public record.(N.H. Admin. Code Lsa 305.03(a))
  • The seal shall consist of 2 concentric circles, the outer circle 1-5/8 inches in diameter and the inner circle 1-1/4 inches. In the space between the circles, the top shall be the words "Licensed Landscape Architect" and at the bottom "State of New Hampshire." In the space inside the inner circle shall be the full name of the licensee and the license number written horizontally. The entire seal shall be encircled by 12 leaves bringing the outside diameter to 1-7/8 inches.(N.H. Admin. Code Lsa 305.03(b))
  • Each licensee shall upon licensure obtain a seal of the design authorized by the board, bearing the registrant's name and the legend "licensed landscape architect." All papers or documents involving the practice of landscape architecture, when issued or filed for public record, shall be dated, and bear the signature and seal of the licensed professional who prepared or had responsibility for and approved them.(RSA 310-A:152)
  • Stamping or sealing any document after the license has expired, been suspended, revoked or voluntarily surrendered, or stamping documents not prepared by the licensee personally or under the licensee's direct supervision, is a violation of the rules and of RSA 310-A:152 and is a misdemeanor; the statute makes sealing under an expired or revoked license a class B misdemeanor.(N.H. Admin. Code Lsa 305.03(c); RSA 310-A:152)
  • Licensees shall affix their seal to all plans, maps and reports submitted for regulatory approval prepared by the licensee, and shall affix seal and signature to drawings depicting the work of 2 or more professionals provided the licensee designates by a note under the seal the specific subject matter for which the licensee is responsible. Licensees shall not allow another person to use the licensee's seal.(N.H. Admin. Code Lsa 501.09(a), (c), (d), (e))

New Hampshire landscape architect seal questions

Does the seal include the 12-leaf border?

Does your New Hampshire seal have the ring of 12 leaves? The leaf border is part of the prescribed design, and it is what takes the seal from 1-5/8 in. to an outside diameter of 1-7/8 in. (N.H. Admin. Code Lsa 305.03(b))

Is this document issued or filed for public record?

Is the document going on the public record? Sealing plans, maps and reports is discretionary under Lsa 305.03(a), but any document issued or filed for public record must be sealed — and under RSA 310-A:152 also dated and signed. (N.H. Admin. Code Lsa 305.03(a); RSA 310-A:152)

Which legend controls, the statute's or the rule's?

The statute and the rule state the legend differently: RSA 310-A:152 requires the legend "licensed landscape architect," while Lsa 305.03(b) adds "State of New Hampshire" to the band. The rule's fuller design is the one the board prescribes. (RSA 310-A:152; N.H. Admin. Code Lsa 305.03(b))
