Florida PE seal requirements: size, wording, and the rule that sets them
As of
Florida is one of the few states that defines the digital seal in the rule itself. Under Fla. Admin. Code R. 61G15-23.002 a Digitally Created Seal is one created as part of the document rather than physically applied, and must be an opaque permanent representation — and like the wet and embossing seals it must be a minimum of 1-7/8 inches in diameter. The seal carries your given name, your license number immediately preceded by the designation "No", the words "PROFESSIONAL ENGINEER" and the words "STATE OF FLORIDA".
Florida names and defines the digital seal in the rule itself, which most states do not. Digitally signing an electronically transmitted document is governed separately by 61G15-23.004 and .005 and carries its own text-box wording — sealing the file is only half of it.

- Diameter
- A minimum of 1-7/8 inches in diameter — including a Digitally Created Seal. The rule sets no maximum.
- Expiration date
- The seal carries the given name, the license number preceded by "No", "PROFESSIONAL ENGINEER" and "STATE OF FLORIDA". Only a temporary licensee's seal carries an expiry — "TEMPORARY LICENSE" and the date in "Month – Day – Year" form preceded by "EXPIRES".(Fla. Admin. Code R. 61G15-23.002(2)(a), (b))
- Signature date
- A professional engineer shall sign, date and seal all final documents filed for public record and all final documents given to the owner; every sheet of plans and prints must be signed, dated and sealed.(Fla. Admin. Code R. 61G15-23.001(1), (4)(a))
- City on seal
- The only place named on the seal is the state. An address is required in the title block on each sheet, not on the seal.(Fla. Admin. Code R. 61G15-23.002(2)(a); R. 61G15-23.001(4)(a)1.)
- The seal carries your given name, your license number immediately preceded by the designation "No", the words "PROFESSIONAL ENGINEER" and the words "STATE OF FLORIDA".(Fla. Admin. Code R. 61G15-23.002(2))
- An abbreviated given name or a combination of initials is acceptable provided the surname listed with the Board appears on the seal and in the signature.(Fla. Admin. Code R. 61G15-23.002)
- Three seal types are acceptable: a Wet Seal leaving a permanent ink representation, an Embossing Seal leaving a permanent crimped representation, and a Digitally Created Seal — created as part of the document rather than physically applied, and an opaque permanent representation.(Fla. - Place the seal partially overlapping your signature without obscuring it.(Fla. Admin. Code R. 61G15-23.003)

- Transmitting the document electronically is a separate procedure: digital signing needs a third-party certification authority, electronic signing uses an SHA authentication code, and each requires its own text-box wording on the document. Does a Florida digital PE seal have to be 1-7/8 inches like a wet seal?▾
1-7/8 inches is a minimum rather than an exact size, and it applies to the Digitally Created Seal exactly as it does to a wet or embossing seal. (Fla. Admin. Code R. 61G15-23.002)
Does a Florida PE seal have to put "No" before the license number?▾
The license number has to be immediately preceded by the designation "No". (Fla. Admin. Code R. 61G15-23.002(2))
Is sealing the file enough to transmit a Florida PE document electronically?▾
