Hawaii PE seal requirements: size, wording, and the rule that sets them
As of
Hawaii prescribes two concentric circles: a smaller one 1-1/8 inches in diameter inside a larger one 1-1/2 inches in diameter, under HAR § 16-115-8. The licensee's name and the words "Hawaii, U.S.A." go in the outer annular space, and the center carries "Licensed Professional Engineer" with the license number. Engineers must then add the abbreviation of the engineering branch they especially qualified in immediately after the license number, and an engineer licensed in more than one branch needs a separate seal for each.
One board licenses engineers, architects, land surveyors and landscape architects, and HAR § 16-115-8 gives them all the same seal geometry. Only the center legend changes; a landscape architect's seal reads "Licensed Professional Landscape Architect".

- The seal or stamp must be legible and reproducible.(HAR § 16-115-8(a))
- The name of the licensee and the words "Hawaii, U.S.A." go in the outer or annular space.(HAR § 16-115-8(a)(1))
- The words "Licensed Professional Engineer", together with the license number, go in the center space.(HAR § 16-115-8(a)(1))
- The engineer inserts, in the center space and after the license number, the abbreviation of the engineering branch in which the engineer has especially qualified: "Ag." Agricultural, "Ch." Chemical, "C." Civil, "E." Electrical, "En." Environmental, "FP." Fire Protection, "I." Industrial, "M." Mechanical, "S." Structural.(HAR § 16-115-8(a)(2)-(3))
- An engineer licensed in more than one branch must have a seal or rubber stamp for each branch.(HAR § 16-115-8(b))
- Plans, specifications, maps, reports, surveys and descriptions submitted to public officials for approval must be stamped with the authorized seal and authenticated under § 16-115-9. Every sheet in a set of design drawings must be stamped.(HAR § 16-115-8(c); § 16-115-9(a))
- Below the seal, the authentication states "This work was prepared by me or under my supervision", is signed by the licensee, and states the expiration date of the license. Where the licensee also observes construction, the statement changes accordingly.(HAR § 16-115-9(a), (c))
- Signatures must be an original or a digital signature. Rubber signature stamps and other facsimile signatures are prohibited.(HAR § 16-115-9(e))

Does a Hawaii seal say "State of Hawaii" or "Hawaii, U.S.A."?▾
The seal reads "Hawaii, U.S.A.", not "State of Hawaii". The words sit in the outer annular space alongside the licensee's name. (HAR § 16-115-8(a)(1))
Does a Hawaii PE seal have to show your engineering branch?▾
The engineering branch abbreviation is mandatory and goes after the license number in the center space: Ag., Ch., C., E., En., FP., I., M. or S. (HAR § 16-115-8(a)(2)-(3))
Does a Hawaii engineer licensed in two branches need two seals?▾
An engineer licensed in more than one branch must have a seal or rubber stamp for each branch. One seal does not cover two branches. (HAR § 16-115-8(b))
What must go below a Hawaii seal in addition to the signature?▾
The seal alone is not enough. Below it must appear "This work was prepared by me or under my supervision", the licensee's signature and the expiration date of the license. Rubber signature stamps and other facsimile signatures are prohibited, though a digital signature is acceptable. (HAR § 16-115-9(a), (e))
