New Hampshire PE seal requirements: size, wording, and the rule that sets them
As of
New Hampshire's engineer seal rule is Eng 308.02, and it fixes the geometry exactly: two concentric circles, the outer 1-9/16 inches in diameter and the inner 15/16 of an inch. Between the circles, "State of New Hampshire" goes at the top and "Professional Engineer" at the bottom; inside the inner circle go the licensee's full legal name and license number written horizontally, with the word "Licensed" at the bottom of the inner circle. There is no range, no minimum and no maximum. The rule calls for an impression type seal or rubber stamp, and neither Eng 308.02 nor RSA 310-A addresses electronic or digital seals.
The Joint Board of Licensure and Certification no longer exists. RSA 310-A:1, the section that created it, was repealed by 2023, 235:27, effective July 15, 2023, and separate boards for professional engineers, architects, land surveyors, natural scientists and foresters now sit under the Office of Professional Licensure and Certification. Eng 308.02 was last amended June 25, 2024.

- The seal may be affixed on all plans, maps, and reports prepared by the licensee, but shall be affixed to all documents issued or filed for public record.(Eng 308.02(a))
- The statutory legend is "Licensed Professional Engineer," which the rule's layout produces by splitting it between the inner circle and the outer ring. Engineering documents for public record shall be dated and bear the signature and seal of the licensed professional engineer who prepared or had responsibility for and approved them.(RSA 310-A:18)
- Stamping or sealing documents after the license has expired, been revoked or suspended, or after the licensee has chosen retired status is a violation, as is sealing documents not prepared by the licensee personally or under direct supervision.(Eng 308.02(c))

Where does the word "Licensed" go on a New Hampshire PE seal?▾
The legend is split across the two rings. "Licensed" sits at the bottom of the inner circle, not with "Professional Engineer" in the outer ring; reading the two together gives the statutory legend "Licensed Professional Engineer." (Eng 308.02(b); RSA 310-A:18)
Can a New Hampshire PE seal use a shortened name instead of the full legal name?▾
The name on the seal is the full legal name as shown on the license, not a working or shortened name. (Eng 308.02(a) and (b))
Does New Hampshire allow an electronic or digital PE seal?▾
Electronic and digital seals are not addressed. Eng 308.02(a) calls for an impression type seal or rubber stamp, and no provision of the Eng rules or RSA 310-A mentions an electronic, digital or computer-generated seal. Confirm with the board before submitting one. (Eng 308.02(a); RSA 310-A)
Can a New Hampshire engineer reuse an architect or land surveyor seal template?▾
No — the three New Hampshire professions do not share a design, so a template drawn for one of the others produces the wrong seal. The engineer's seal puts "State of New Hampshire" at the top of the annular space and "Professional Engineer" at the bottom; the architect's inverts that, with "Licensed Architect" on top and "The State of New Hampshire" at the bottom, and the land surveyor's is not round at all — it is square, built on a transit symbol, with a signature line at the bottom.
