Massachusetts Landscape Architect seal requirements: proper sizing, signing and sealing of documents

Massachusetts fixes the landscape architect's seal by picture rather than by measurement. M.G.L. c. 112, § 100 requires every registered landscape architect to have “a seal of a design authorized by the board”, and 242 CMR 3.04(1) requires the design, arrangement, size and wording to conform exactly with a figure printed in the regulation: an outer band reading MASSACHUSETTS across the top and REGISTERED LANDSCAPE ARCHITECT across the bottom, an inner circle carrying the registrant's name and NO. plus the registration number, and the outline of the Commonwealth at the centre. No diameter is stated anywhere in § 100 or in 242 CMR 3.00, and the figure itself is printed without caption, scale or dimension.
250 CMR 3.00 is the registration process and M.G.L. c. 112, § 81D is the definitions section for §§ 81D through 81T. Neither contains a seal provision, though both are commonly cited as the Massachusetts seal rule. 242 CMR 3.00 carries the page footer “(MA REG. # 1329, Dated 12-30-16)” and closes “REGULATORY AUTHORITY 242 CMR 3.00: M.G.L. c. 112, § 102.”; mass.gov gives the regulation's date as 12/30/2016 and publishes it as a PDF download only. 242 CMR 3.00 is the only chapter in 242 CMR. Landscape architects are governed by M.G.L. c. 112, §§ 98 through 107, of which § 100 is the section headed “Landscape architects; seal of design”. The seal design appears nowhere in words: it exists only as an image embedded on page 2 of the official regulation, so a text-only rendering of 242 CMR 3.04 shows no design at all.

Should the seal read “licensed” or “registered”?▾
Registered. The prescribed figure reads REGISTERED LANDSCAPE ARCHITECT, and § 100 speaks of the “registered landscape architect” and his “certificate of registration”. The regulations do use the other word about the credential itself — 242 CMR 3.06(2) says “A license will be granted by the Board” — but the wording on the seal is fixed by the figure, and a seal reading “licensed” would not conform exactly to it. Do you have to file your seal with the Board?▾
Yes. 242 CMR 3.04(2) requires every registered Landscape Architect to stamp or emboss the seal upon two sheets of letterhead and send the impression to the Board as evidence of having acquired a seal that conforms to the design authorized by the Board, and states that nonconforming seals will be rejected by the Board.
