Connecticut Land Surveyor seal requirements: size, wording, and the rule that sets them

The 1¼-to-2-inch range often quoted for Connecticut appears in no Connecticut authority. The Board prescribes a single diameter, 1½ inches. CGS § 20-304 is only the enabling authority for seal regulations, and CGS § 20-302 is "Requirements for licensure" — neither describes the seal.

Can a Connecticut PE and land surveyor use one combined seal?▾
No. RCSA § 20-300-10(b) is explicit: "Where a licensee is classified as a professional engineer and as a land surveyor, two seals are necessary." A single seal naming both classifications is not an option in Connecticut, however convenient it is for someone who signs in both capacities. (RCSA § 20-300-10(b))
Does a Connecticut land surveyor seal say "Professional Land Surveyor"?▾
No. The Board-prescribed design puts the word "LICENSED" above "LAND SURVEYOR" in the bottom arc — "Professional", the word most other states use, appears nowhere on it. "Licensed" is not decorative either: the Board's specification records that P.A. 82-61, 82-317 and 82-370 changed the registration process for engineers and land surveyors into a licensing process, and that every license issued after July 1, 1982 requires the licensee to use a seal containing that word. Can a Connecticut land surveyor seal work prepared by someone else?▾
Yes, on a condition that has to be met before the seal goes on. RCSA § 20-300-10(b) first bars a licensee from sealing anything not prepared personally or under their supervisory control, then permits sealing documents prepared by others where the licensee prepares — and retains for not less than six years — a thorough written evaluation of the professional services the documents represent, covering drawings, specifications, reports, design calculations and the applicable codes and standards, and identifying the project, the documents, their source, who the evaluation was done for and its date. The licensee's seal and signature go on that evaluation too. (RCSA § 20-300-10(b))
Who carries the risk if someone else uses a Connecticut land surveyor's seal?▾
The licensee does, until the loss is reported. RCSA § 20-300-10(g) requires a licensee whose seal is lost to report it to the board of examiners and the Department of Consumer Protection immediately, and in no case later than fifteen days after discovery. Until that report is made, misuse of the seal by anyone else remains the licensee's own responsibility, and failing to report can itself draw discipline. A petition for the issuance of a new license may be submitted at the same time as the report. (RCSA § 20-300-10(g))
