Delaware Land Surveyor seal requirements: size, wording, and the rule that sets them

Can a Delaware land surveyor sign electronically?▾
A land surveyor's signature must be originally handwritten. The surveyor rule authorizes no electronic signature, in contrast to § 2829(b)(2) for engineers. (24 Del. Admin. Code 2700 § 16.3)
Does a Delaware land surveyor's seal say "State of Delaware"?▾
No. The prescribed design has two concentric circles, and the inner one contains only the words "REGISTERED," "NO.," and "DELAWARE." — the state's name sits inside the seal, not around its rim. The band between the circles carries "PROFESSIONAL LAND SURVEYOR" reading counterclockwise at the bottom and the licensee's name reading clockwise at the top, so the finished seal reads REGISTERED and PROFESSIONAL LAND SURVEYOR at once, and the reading direction of each is part of the rule. Can a Delaware land surveyor email a plat with the seal left on it?▾
Only if it carries a conforming digital signature. 24 Del. Admin. Code 2700 § 12.12.1 requires documents transmitted electronically to a client or a governmental agency to have the computer-generated seal removed from the original file unless it is signed with a digital signature under § 12.12.2, and a prescribed sentence inserted in place of the signature and date. Scanned digital files of properly certified documents fall outside the subsection; CAD, vector and other easily edited files are squarely inside it. (24 Del. Admin. Code 2700 § 12.12.1)
What does Delaware require on a digitally signed land survey document?▾
More than the signature itself. 24 Del. Admin. Code 2700 § 12.12.2 requires the authentication procedure to be in a secure mode — with protective measures against alteration or overriding — and the document to carry a list of the hardware, software and parameters used to prepare it, on top of a signature that is unique to the licensee, capable of verification, under sole control and invalidated by any change to the document. § 12.12.3 adds that the electronic format must itself be approved by the Board. Does a Delaware land surveyor's plat need more than the seal and signature?▾
Yes. 24 Del. Admin. Code 2700 § 12.2.15 requires a plat or survey to bear the firm name, the licensee's name and license number, the title "Professional Land Surveyor", a contact address and the date of survey, alongside the original signature and board-approved seal of the surveyor in responsible charge. § 12.2.15.1 then prescribes the form of a certification statement that must also appear, reciting that the information was prepared under the licensee's supervision, that it meets the Board's standards of practice, and that later changes to the property require a new review and certification.
