Nebraska’s PE seal rule is 110 Neb. Admin. Code ch. 6, Rule 6.1 (Use of the Seal); Neb. Rev. Stat. § 81-3437.01, administered by the State of Nebraska Board of Engineers and Architects. The seal must carry “Professional [Discipline] Engineer”, and no diameter is prescribed. The Board states that it does not require a certain size or diameter; the seal must be legible however it is applied.

110 Neb. Admin. Code ch. 6, Rule 6.1 (Use of the Seal); Neb. Rev. Stat. § 81-3437.01 governs the Nebraska professional engineer (PE)’s seal but does not prescribe a diameter. Sizes quoted for Nebraska elsewhere generally come from stamp suppliers’ catalogues rather than from the rule. What the rule does require is that your name and license number stay clearly legible.
There is no minimum diameter. The Board says in terms that it does not require a certain size or diameter, and the words "diameter" and "inches" appear nowhere in Title 110 or the Act. (Board licensee seal page; 110 Neb. Admin. Code ch. 6)
A professional engineer's seal that does not specify the discipline is non-compliant. The discipline goes inside the phrase, as in "PROFESSIONAL CIVIL ENGINEER", not beside it, and "P.E." is not an authorized legend. (Neb. Rev. Stat. § 81-3437.01(1); Board licensee seal page)
