Delaware’s PE seal rule is 24 Del. C. § 2829 (Seals, stamps and signature), administered by the Delaware Association of Professional Engineers. The seal must carry “professional engineer”, and no diameter is stated anywhere in Chapter 28. § 2829(a) leaves the design to the Council, which has published no seal specification.

24 Del. C. § 2829 (Seals, stamps and signature) governs the Delaware professional engineer (PE)’s seal but does not prescribe a diameter. Sizes quoted for Delaware elsewhere generally come from stamp suppliers’ catalogues rather than from the rule. What the rule does require is that your name and license number stay clearly legible.
"State of Delaware" is not part of the engineer's seal requirement. § 2829(a) lists the name, the license number and the legend "professional engineer", and stops there. The state name belongs on the architect and land surveyor seals, which are governed by other boards. (24 Del. C. § 2829(a))
A new licensee must submit proof of the Delaware seal to the Council office within 6 months of the application approval date. Failing to do so puts the licensee in delinquent status. (24 Del. C. § 2829(a))
Where original tracings are sealed or stamped, the date of sealing or stamping must appear under the signature. (24 Del. C. § 2830(b))
