Arizona’s PE seal rule is A.A.C. R4-30-303 (Securing Seals) and Appendix A (Sample Seals), administered by the Arizona State Board of Technical Registration. The seal must carry “Registered Professional Engineer”, and 1 1/2 inches in diameter. Appendix A allows 1 1/2" ± 1/16" on the outer circle and 1 1/8" ± 1/16" on the inner circle.

The wording is "Arizona U.S.A." and it sits at the bottom of the annular space. "State of Arizona" is not on the seal, and nothing is at the top but the profession phrase. (R4-30-303(A)(1)-(2))
1 1/2 inches is the size, not a minimum — Appendix A allows only 1/16 inch either way on the outer circle. The Board disapproves any seal that does not meet the exact specifications of R4-30-303(A), so a computer-generated seal has to be placed at 1 1/2 inches rather than scaled up or down to fit the sheet. The words "date signed" are part of the seal, inside the inner circle, and are separate from the date the document was sealed. (R4-30-303(A)(2); R4-30-304(E)(3))
A computer-generated seal is valid only if it matches the seal already on file at the Board's office, filed with an original signature superimposed over the imprint. (R4-30-303(B); R4-30-304(E)(1))
