Oregon Architect seal requirements: size, wording, and the rule that sets them

It does not. The rule requires the architect's name and the city and state of the principal office, and then says the stamp "may include the architect's registration number issued by the Board"; the Board's own stamp guidance repeats that the number may be included "although it is not required". Oregon is close to alone in this — almost every other stamp in the country is built around the license number — and an architect who assumes the number is mandatory has assumed a requirement the rule declined to impose. The rule reads "the city and state in which the architect's principal office is located" — not the city where the work is being done, not a branch office, and not the vague "city of practice" that gets quoted for Oregon. Note also that this is an architects-only requirement: the engineer's and land surveyor's seal, administered by a different board, carries no place of business at all. (OAR 806-010-0045(1))

From the Board's guidance, not from the rule. OAR 806-010-0045 prescribes only the name and the city and state of the principal office, with the registration number optional, and neither ORS 671.020 nor ORS 671.025 supplies any wording — ORS 671.020(3) says only that the architect shall obtain a stamp conforming to a design the board specifies by rule. The legend "REGISTERED ARCHITECT, STATE OF OREGON" appears on the Board's Professional Stamp page, which is what the Board tells architects to put on the stamp. Both are Board sources and the guidance is the stricter one, so a compliant stamp follows it — but anyone who goes looking for that phrase in the Administrative Rules will not find it. No size is prescribed anywhere — not in OAR 806-010-0045, not in ORS 671.020 or 671.025 — and the Board's stamp guidance gives no dimension either. The famous Oregon measurement, "at least 2 inches from point to point", is the engineering and land surveying board's rule for its own non-circular seals and has nothing to do with architects. There is no architect equivalent, so neither a floor nor a ceiling exists to violate. (OAR 806-010-0045; cf. OAR 820-025-0005(2))

The stamp rule never asks for a date. What it prescribes is where the signature goes: signatures must be permanently affixed to the documents being certified, applied by the identified registrant, placed across the stamp, unique to the registrant and capable of independent verification — and no subsection adds a date of signing. The date Oregon does require comes from the statute and is a different date: technical submissions must bear identification including the date the documents were issued, along with the project name and location and the owner's and preparer's details.
