The Wyoming rules in full, with citations

Chapter 5 of the engineering board's rules was last amended 3 September 2021, and its Section 2, headed "Sizes", governs sheet dimensions rather than seal diameter — the seal is dimensioned in Section 1(a). Every version of that chapter in force between 1 July 2013 and 24 March 2020 prescribed no dimensions at all; the 24 March 2020 amendment restored the 1¾-inch and 1¼-inch figures the rules had carried before the 2013 rewrite. The architects board renumbered Chapter 9 on 17 December 2025: the seal design is now Section 2, where earlier guidance cites Section 1, and Section 1 is now a bare authority provision. Seals authorized before 1 July 2013 may still be used, and the architects board still accepts its 2011 and 2001 seal designs for anyone licensed before 17 December 2025 and its 1992 design for anyone licensed before 27 April 2001. Landscape architects are licensed by the architects board and seal under the same Chapter 9, reading "LICENSED LANDSCAPE ARCHITECT-STATE OF WYOMING" in place of the architect legend.

  • Land surveyors use the same seal as engineers, with "Professional Land Surveyor" in the upper portion of the annular space, or "Professional Engineer & Land Surveyor" for a licensee who holds both licenses, and the inscription "Wyoming" at the bottom. (Wyo. Code R. 037.0001.5 § 1(a))
  • The inner circle contains the licensee's name, the license number and the word "Date", and the seal must be of the design shown in the rule. (Wyo. Code R. 037.0001.5 § 1(a))
  • Maps, plats, plans, designs and other engineering and surveying documents required to be filed or recorded in the state engineer's office, the office of state lands and investments, county clerks' offices, city or town offices or any other office of public record in Wyoming shall be made by or under the responsible charge of a professional engineer or professional land surveyor and be signed by and bear that licensee's seal. Which legend goes on a Wyoming land surveyor's seal?

One of three phrases, and it follows the license held. Wyo. Code R. 037.0001.5 § 1(a) permits "Professional Engineer", "Professional Land Surveyor" and "Professional Engineer & Land Surveyor" and nothing else, so the phrase on the seal follows the credential held rather than being a free choice among the three. The same license-follows-the-credential logic runs through the chapter: § 4(a) has professional land surveyors, and professional engineers and land surveyors engaged in the practice of land surveying, use metallic identifying markers showing the Wyoming license number prefixed by LS, PLS or PE & LS as appropriate. Where is the Wyoming land surveyor seal size prescribed?

In Section 1(a) of Chapter 5 — not in the section headed "Sizes". Section 2 of the same chapter reads, in full, that "[t]he dimensions of all hardcopy maps, plats, plans, and designs for filing or recording shall be as specified by the private or governmental entity requiring the documents": that is sheet size, and the entity requiring the document sets it. The seal's geometry is back in Section 1(a), which fixes two concentric circles with the outer at 1¾ inches and the inner at 1¼ inches. Is an old Wyoming land surveyor seal still valid?

If it was authorized before 1 July 2013, yes: Wyo. Code R. 037.0001.5 § 1(b) provides that seals authorized prior to July 1, 2013 may continue to be used, and sets no date by which such a seal must be replaced. The grandfather clause matters here because the chapter's dimensions came and went. Every version in force from 1 July 2013 until the amendment effective 24 March 2020 described the seal only as two concentric circles and gave no dimensions at all; the 1¾-inch and 1¼-inch figures now in Section 1(a) were restored by that 2020 amendment, and they are what a seal procured today is measured against. Which Wyoming filings need a land surveyor's seal?

Nearly every public filing, with one carve-out written into the same sentence. Wyo. Stat. § 33-29-801(a) reaches all maps, plats, plans, designs and all other engineering and surveying documents required to be filed or recorded in the state engineer's office, the office of state lands and investments, all county clerks' offices, all city or town offices, "or any other office of public record in the state of Wyoming", and § 33-29-801(a)(i) requires each to be made by or under the responsible charge of a professional engineer or professional land surveyor and to be signed by and bear that licensee's seal.
