Which Utah rule prescribes the land surveyor's seal?

The engineers' rule. Utah has no separate surveying seal provision: R156-22-601 covers the professional engineer, the professional structural engineer and the professional land surveyor together, and the surveyor's seal carries the licensee's name, license number, "State of Utah" and the words "Professional Land Surveyor". Nothing in the rule authorizes "Licensed Land Surveyor", "Registered Land Surveyor" or the abbreviation P.L.S. in that position. (R156-22-601(1)(b))

Is there a maximum diameter for a Utah land surveyor's seal?

There is not. The rule requires a circular seal of 1-1/2 inches minimum diameter and stops there; the two-inch ceiling widely quoted for Utah appears in no part of R156-22-601. Small is the direction the rule polices, not large. (R156-22-601(1)(a))

Where do the signature and date go on a Utah land surveyor's seal?

Across the face of each seal imprint. The rule is specific about position, so a signature and date set into a certificate panel beside the seal on a plat do not satisfy it, and neither does a date typed into the title block. Each original set must additionally carry the original seal imprint, the original signature and the date on the cover or title sheet. (R156-22-601(1)(c)-(d))

Which Utah land surveying documents have to be sealed?

A longer list than "plans". The sealing duty attaches to all final plans, specifications, reports, maps, sketches, surveys, drawings, documents and plats prepared by the licensee or under the licensee's supervision — a final map or sketch is named in the rule alongside the plat. Copies of a sealed original set are permitted provided the seal, signature and date are clearly recognizable. (R156-22-601(1), (1)(h))
