Pennsylvania Land Surveyor seal requirements: size, wording, and the rule that sets them

Land surveyors in Pennsylvania seal under 49 Pa. Code § 37.58 (Seal), Design B, administered by the State Registration Board for Professional Engineers, Land Surveyors and Geologists. The seal reads “Registered Professional Land Surveyor”. 1¾ inches in diameter. A pocket seal may be reduced to 1½ inches provided the design keeps the same relative proportions.
Pennsylvania prescribes one diameter rather than a range, and allows a smaller pocket seal only if the proportions are kept.

What legend goes on a Pennsylvania land surveyor's seal?▾
"Registered Professional Land Surveyor", in full. Section 37.58(a) authorizes exactly three designs — Design A for "Registered Professional Engineer", Design B for "Registered Professional Land Surveyor" and Design C for "Registered Professional Geologist" — and (b) requires the seal to carry that legend plus the registrant's name and registration number together with a reference to the Commonwealth of Pennsylvania. "Professional Land Surveyor", "Land Surveyor" and "P.L.S." are none of them the prescribed legend, and since the registrant must obtain a seal in the identical design authorized by the Board, shortening it is not on offer. Does every sheet of a Pennsylvania plat need the surveyor's seal?▾
Yes, though only the first page carries the full apparatus. Section 37.59(2) requires the seal and signature, along with the date of issuance, to be prominently displayed on the first page of final or complete documents issued to a client or submitted to a public or governmental agency for final review, and requires that first-page seal to be impressed, stamped or digital. The same paragraph then provides that facsimile or digital seals shall appear on all subsequent pages of plans or plats. A plat set sealed on sheet one alone is short of the rule. (49 Pa. Which seal does a surveyor use on a Pennsylvania temporary permit?▾
The home state's, not a Pennsylvania one. Section 37.59(6) provides that in the case of a temporary permit issued to an engineering, land surveying or geology registrant of another state, the registrant shall use the seal of the registrant's home state and shall affix his signature and a copy of the temporary permit to work performed in this Commonwealth. There is no Design B seal to obtain for permit work, and the copy of the permit travels attached to the document rather than being kept on file. (49 Pa. Code § 37.59(6))
How do two Pennsylvania surveyors seal one set of documents?▾
Each seals what each controlled. Section 37.59(3) provides that when multiple registrants prepare or direct and control the preparation of documents, each registrant's seal and signature shall appear on the first page of the documents, or on the first page of the identifiable portion or section of the documents which were prepared or directed and controlled by that registrant, if the respective registrants' direction and control can be reasonably segregated. Pennsylvania does not ask one registrant to seal on behalf of the group, and where the portions can be told apart a single first-page seal will not carry the whole set. (49 Pa. Code § 37.59(3))
