Oklahoma’s land surveyor seal rule is OAC 245:15-17-1 (Licensee's seal), administered by the Oklahoma State Board of Licensure for Professional Engineers and Surveyors. The seal must carry any one of “Licensed Professional Land Surveyor”, “Licensed Professional Surveyor”, and two commercially designated seals are acceptable: the 1-7/8" seal, with an inner circle of 1-1/8" and an outer circle of 1¾", or the 1-5/8" seal, with an inner circle of 1-1/16" and an outer circle of 1-9/16".

Two commercially designated seals are acceptable: the 1-7/8" seal, with an inner circle of 1-1/8" and an outer circle of 1¾", or the 1-5/8" seal, with an inner circle of 1-1/16" and an outer circle of 1-9/16". This is set by OAC 245:15-17-1(c).
Either of two. The rule puts "Licensed Professional Land Surveyor" at the top of the annular space reading clockwise, and then expressly allows "Licensed Professional Surveyor" to be substituted for it on the seal. Both are compliant. What is not available is "Professional Land Surveyor" without "Licensed", or the initials "P.L.S."; neither appears in the rule. (OAC 245:15-17-1(c))
Only a seal that already exists. Subsection (e) lets existing seals containing "Registered Professional Land Surveyor" or "Registered Land Surveyor" continue to be used, alongside the engineer's "Registered Professional Engineer" — but it protects seals that already exist, not the wording of a new one, which follows the design rule and begins with "Licensed". Note how far the shorter old form sits from the current legend: it changes "Licensed" to "Registered" and drops "Professional" altogether, so it cannot be reached by swapping a single word. A seal made new has to carry a current legend rather than reproduce the wording of the impression already on file. (OAC 245:15-17-1(c) and (e))
Yes, but only with a handwritten date beside it. A scanned image or other reproduction of an original signature may be used in lieu of an original or digital signature if it is accompanied by an original handwritten date — so the one element that cannot be reproduced mechanically is the date. A true digital signature is treated differently: a signature with an electronic authentication process may also be used and does not need to include the handwritten date, though the document must still be dated. (OAC 245:15-17-2(l))
The name on the Certificate of Licensure, character for character, together with the certificate number — the inner circle has to correspond to the certificate, not to how the surveyor signs. There is one alternative: a licensee practicing under a customarily used name may inscribe that name instead, but only after registering it with the Board along with a sample of the corresponding signature, and the signature affixed across or adjacent to the seal must then be the name inscribed on the seal. A trading or married name the Board has not been told about is not available. (OAC 245:15-17-1(c) and (d))
