The Mississippi rules in full, with citations

Rule 6.2(1) sets a two-inch diameter for the seal of the Board itself, which is imprinted on the certificates the Board issues. It is not the licensee's seal, and the two are often conflated. Separately, Miss. Code Ann. § 73-13-83 prints the post-July 1, 2004 surveyor legend as "Professional Surveyor" while the Board's current rule illustration reads "LICENSED PROFESSIONAL SURVEYOR"; the illustration is the design the Board has authorized, which the statute defers to.

Does a Mississippi surveyor's seal say "Professional Land Surveyor"?

Not since 2004 — the word "Land" dropped out of the legend. Miss. Code Ann. § 73-13-83 provides that from and after July 1, 2004 each person licensed as a professional surveyor obtains a seal bearing the licensee's name and the legend "Professional Surveyor", and the Board's current rule illustration, which is the design the statute defers to, reads "LICENSED PROFESSIONAL SURVEYOR". Only surveyors licensed after June 30, 1991 but before July 1, 2004 hold the legend "Registered Professional Land Surveyor", and those seals remain in use. (Miss. Code Ann. § 73-13-83; 30 Miss. Does a Mississippi surveyor's license number take a prefix on the seal?

The Board's illustration shows it prefixed "PS-", and this is where the surveyor's seal parts company with the engineer's: the engineer illustration in the same rule shows the number bare. Rule 6.2(2)(b) prescribes the wording only by reproducing seal images — there is no prose sentence anywhere in the rule or the statute on how to format the number — so the artwork is the whole instruction, and copying the engineer's treatment onto a surveyor's seal departs from it. Does a Mississippi engineer and surveyor need two seals?

No — the rule illustrates one dual seal, reading "LICENSED PROFESSIONAL ENGINEER AND SURVEYOR" and carrying both numbers, prefixed "PE-" and "PS-".
